Enable the user to use the TCV Valve Characteristic Curves in Controls so that butterfly valves, globe valves etc. used as actuated flow control valves for level control in Tanks can be more easily modelled, and cut down on instances of users using FCVs to try to artificially simulate partially-open TCVs.

Currently user has to manually calculate equivalent "k" values outside WaterGems for a Valve Characterstic Curve, even when the user has input the Curve into WaterGems, and use the derived "k" values as the TCV Control Action Setting.

New Action Type such as "TCV Opening Ratio Setting" to supplement existing TCV Control Action "TCV Setting". Possible included enhancement to optionally have "TCV Discharge Coefficient Setting" as a 3rd Setting Type
