Incorporate FHWA TechNote 22-061 equations for on-grade side opening inlet calcs.

The current HEC-22 calcs are unconservative. All users would benefit. For example, I ran a calc that showed 0.67 cfs bypass, when the correct calc showed 0.76 cfs.
